Tender opportunity: Natural England seeks supplier for all-terrain mobility equipment

BHTA members specialising in all-terrain and adaptive mobility solutions are encouraged to review a new tender opportunity issued by Natural England.

Natural England is seeking a UK-based supplier to provide and deliver a selection of all-terrain mobility equipment by 20 March 2026. The procurement is being conducted under a below-threshold open competition procedure in line with the Procurement Act 2023.

Tender overview

The contract, valued at £18,120 (excluding VAT), covers the supply, delivery, and training for several pieces of specialist mobility equipment designed to support off-road accessibility. The contract period will run from 2 March to 20 March 2026.

The equipment required includes:

  • Ki Mobility Rogue 2 Wheelchair
  • Klaxon Scrambler power attachment
  • Klaxon off-road wheels
  • ICE Trike Recumbent Adaptive Hand Cycle

In addition to supply, the successful supplier will be responsible for delivery, set-up, and user training for the above equipment.

Specification and evaluation

Natural England will evaluate quotations on a Most Advantageous Tender (MAT) basis, with weightings of 50 percent technical and 50 percent commercial. Technical submissions will be assessed on the proposed delivery methodology, key personnel experience, and health and safety standards associated with the equipment.

Suppliers should note that the evaluation process will follow a structured scoring system, with separate assessments for methodology, key personnel, and safety compliance. Responses that provide clear, detailed, and practical delivery plans will be most competitive.

This opportunity is reserved for UK suppliers and is particularly suitable for small and medium-sized enterprises (SMEs) with experience in adaptive and outdoor mobility products. Prices must be submitted in pounds sterling, exclusive of VAT.

Payment will be made via purchase order, and prices must remain fixed for the two-week contract period. Natural England may extend the contract for related or follow-up work, subject to agreement in writing.
