The framework is designed to support independence in the home, facilitate timely discharge from hospital, and promote circular economy principles through the refurbishment, repair, and reuse of equipment.

Tender overview

SCCL is seeking suppliers for a new Aids for Daily Living framework agreement covering products and managed services for community equipment provision.

The framework will be available across the UK and is being procured through an open procedure. The framework has no maximum supplier limit.

Scope

The framework covers aids for daily living, mobility products, specialist seating, paediatric equipment, walking aid spare parts, and a managed service element to support the commissioning of Community Equipment Loan Services.

This is intended to help participating authorities support hospital discharge, prevent hospital admission, and help people remain independent in their own homes.

Lots

The framework is divided into two lots.

• Lot 1: Aids for Daily Living Products including Specialist Seating and Paediatric equipment: This lot covers products such as bath boards, shower chairs, grab rails, raised toilet seats, commode chairs, bed rails, transfer aids, perching stools, kitchen aids, crutches, walking sticks, walking frames, rollators, walking aid spare parts, standing aids, and mobility supports.
• Lot 2: Community Equipment Managed Service: This lot covers the commissioning and provision of community equipment services for participating authorities, including services that support timely hospital discharge, prevent admission, and enable equipment reuse, refurbishment, and recycling where appropriate.

Eligibility

This tender is suitable for suppliers able to provide aids for daily living, mobility equipment, specialist seating, paediatric equipment, walking aid components, or managed community equipment services.

Tenderers must meet relevant NHS Supply Chain requirements, including ISO certification, applicable CE certification and declarations of conformity, modern slavery requirements, MSAT requirements, Evergreen Sustainable Supplier Assessment requirements, carbon reduction plan requirements, and Cyber Security Essentials Plus certification where relevant.

Evaluation

For Lot 1, the evaluation weighting is price 40 percent, operational and supply chain arrangements 35 percent, customer service, support, and relationship management 15 percent, and social value 10 percent.

For Lot 2, the evaluation weighting is price 30 percent, customer service, support, and relationship management 30 percent, social value 10 percent, performance/service delivery 10 percent, operational and supply chain arrangements 10 percent, and resources and contract management 10 percent.

The NHS Supply Chain has announced a one‑hour pre‑market engagement (PME) webinar introducing the forthcoming Aids for Daily Living (ADL) 2027 framework, scheduled for 2pm on 10 February 2026. This session offers BHTA members an opportunity to understand the scope, timelines, and participation process for this major upcoming framework.

The ADL 2027 framework aims to support independence at home and facilitate timely hospital discharge through a comprehensive range of products. Categories will include bathing aids, toileting aids, bedroom and home equipment, mobility aids, and paediatric devices, as well as a managed service for Community Equipment Loan Services.

The framework also places a strong emphasis on reuse, refurbishment, and sustainability, aligned with NHS Supply Chain’s circular economy and design for life principles — part of a wider shift toward sustainable procurement and product lifecycle thinking that the NHS and medtech sector are pursuing together (read more about the Design for Life initiative here).

What the webinar will cover

The webinar will provide an overview of the framework’s commercial aims, specifications and product categories, the procurement process, and key milestones. It will also outline how members can engage during the PME period, which remains open until 6 March 2026. This session forms part of NHS Supply Chain’s wider engagement programme.
