Tender opportunity for BHTA members: Stairlifts & Lifting Equipment Framework 2026

The Northern Housing Consortium (NHC) has announced a new national procurement opportunity — the Stairlifts and Lifting Equipment Framework 2026. This framework will establish a four-year agreement for the design, supply, installation, testing, servicing, maintenance, and recycling of stairlifts, lifting equipment, hoists, and related products across the United Kingdom.

The framework will allow NHC member organisations to call off works through Direct Award, Ranked Award, or Further Competition. This provides flexibility in how works and services are commissioned. The opportunity is open to all suitable suppliers within the UK, covering a range of product and service requirements.

  • Estimated total value: £100 million (excluding VAT) / £117.6 million (including VAT)
  • Framework duration: 2 June 2026 – 1 June 2030 (4 years)

  • Supplier fee: Up to four percent (the NHC reserves the right to reduce the percentage based on contract value and the strategic importance of the contract being awarded)

Scope and structure

The framework covers the design, supply, installation, removal, recycling, servicing, and maintenance of stairlifts and lifting equipment. It includes both product catalogues and service-based lots.

Lot 1 – Product Catalogues

  • 1.1 Stairlifts Product Catalogue – £12 million (ex VAT)
  • 1.2 Through Floor Lifts Product Catalogue – £12 million (ex VAT)
  • 1.3 Platform Lifts Product Catalogue – £12 million (ex VAT)
  • 1.4 Hoists and Slings Product Catalogue – £12 million (ex VAT)
  • 1.5 Miscellaneous Lifting Equipment Product Catalogue – £12 million (ex VAT)

Lot 2 – Testing, Servicing, and Managed Services

  • 2.1 Testing/Examination and Servicing/Maintenance Only of Stairlifts, Through Floor and Platform Lifts – £20 million (ex VAT)
  • 2.2 Testing/Examination and Servicing/Maintenance Only of Hoists and Slings – £15 million (ex VAT)
  • 2.3 Stairlifts and Lifting Equipment Fully Managed Service – £5 million (ex VAT)

Award criteria

For product catalogue lots, suppliers must provide a compliant product catalogue and achieve a minimum score of three out of five in all quality questions.

For service lots (2.1 and 2.2), pricing accounts for 40 percent of the total weighting, with the remaining 60 percent assessed across the following quality criteria:

  • Testing and examination
  • Servicing and maintenance
  • Repairs
  • Competence
  • Legislation

Suppliers must meet all minimum standards as set out in the ITT.

Participation and eligibility

The framework is open to all suppliers across the UK and may be accessed by any current or future member of the Northern Housing Consortium.

Bidders must meet the turnover thresholds and technical ability conditions specified in the ITT and comply with the participation requirements for their chosen lots.

  • Clarification deadline: 5pm, 19 January 2026
  • Tender submission deadline: 11.59pm, 26 January 2026
  • Estimated award decision: 23 March 2026

Tenders must be submitted electronically via the Delta eSourcing platform. Late submissions will not be accepted.
