Contractors will deliver aids and adaptations across Karbon Homes properties, and homes within its cost-sharing vehicle, throughout North East England.

Lots

Lot 1: Bathroom and electrical adaptations has an estimated value of £850,000 excluding VAT. It covers accessible bathroom installations and associated electrical works, including wet rooms, low-level access showers, over-bath showers, anti-scald mixer taps, non-slip flooring, toilet frames, raised toilet seats, and grab rails.

Lot 2: General adaptations has an estimated value of £1,450,000 excluding VAT. It covers adaptations and improvements to internal and external fixtures, fittings, access areas, storage areas, and flooring.

Scope

Contractors will be responsible for removing existing fixtures and fittings, preparing work areas, installing or replacing adaptations, and completing the necessary commissioning and testing.

Award criteria

Tenders will be evaluated on quality at 50 percent, commercial considerations at 40 percent, and social value at 10 percent.

Tender opportunity: City of Doncaster Council seeks contractors for housing adaptations framework

BHTA members involved in home adaptations, accessibility equipment, stairlifts, through-floor lifts, hoists, and related installation services are encouraged to review a new framework opportunity from City of Doncaster Council.

The council is seeking to establish an open framework to support delivery of Disabled Facilities Grant (DFG) housing adaptations, alongside existing adaptations delivered for St Leger Homes of Doncaster. The framework will cover works across Barnsley, Doncaster, and Rotherham.

Tender overview

City of Doncaster Council is looking to appoint multiple contractors across a housing adaptations framework. There is no limit on the number of contractors that can be appointed to each lot, and suppliers may apply for one or more lots.

The framework is divided into nine lots overall. The relevant lots for BHTA members are listed below.

Scope

The works are intended to improve accessibility, safety, independence, and usability for residents, including people returning home from hospital or requiring adaptations to support care at home.

Relevant lots include:

  • Lot 1: Minor adaptations: supply, installation, commissioning, testing, and completion of minor adaptations.
  • Lot 2: Bathroom adaptations: redesign and modification of existing bathroom facilities to support independence and safe personal care.
  • Lot 3: Kitchen adaptations: adjustments to existing kitchens, or full kitchen redesigns.
  • Lot 4: Housing adaptations: minor adjustments or significant internal layout changes to improve accessibility, safety, and usability.
  • Lot 6: Accessibility adaptations: permanent concrete ramps, semi-permanent modular metal ramps, handrails, grab rails, hardstanding, and driveways.
  • Lot 7: Stairlifts, through-floor lifts, and hoists: supply, installation, commissioning, testing, and maintenance of stairlifts, through-floor lifts, and ceiling or portable hoists.
  • Lot 8: Safe spaces: installation of padded wall systems, secure door and window features, half-doors, and other protective measures designed to minimise injury and improve safety.

Framework operation

Once the first framework is established, a new framework is expected to open annually, enabling new contractors to apply. Existing contractors may be able to passport onto a new framework if their documentation remains up to date.

Admission to the framework does not guarantee any minimum or maximum volume or value of work. Contractors admitted to the framework will need to complete City of Doncaster Council’s quality assurance process before taking part in mini competitions or receiving direct call-offs.

Call-offs may be made with or without competition. Mini competitions are expected to be the main route, although direct awards may also be made using a taxi-rank system.

Eligibility and evaluation

This tender is suitable for SMEs, as well as larger providers, able to deliver housing adaptations, accessibility equipment, lifts, hoists, and related installation, maintenance, and support services.

The evaluation weighting is quality questions 80 percent and pricing schedule 20 percent.

The council is seeking separate contractors to deliver housing aids and adaptations across its housing stock. The contract is intended to support adaptations that help residents live more safely and independently at home.
