BSO PaLS is seeking to establish a framework for the supply and delivery of community profiling beds, mattresses, and associated products for Belfast Health and Social Care Trust, Northern Health and Social Care Trust, South Eastern Health and Social Care Trust, Southern Health and Social Care Trust, and Western Health and Social Care Trust in Northern Ireland.

Scope

The framework is divided into eight lots covering community electric profiling beds and related products. Compatible products include non-powered reactive support surface hybrid mattresses, high specification foam mattresses, heavy-duty and bariatric mattresses, accessories, and spare parts, depending on the lot.

The relevant lots for BHTA members are:

  • Lot 1: Standard community electric profiling bed, compatible mattresses, accessories, and spare parts. Estimated value: £4,870,000 excluding VAT.
  • Lot 2: Standard community electric profiling bed low-entry bed, compatible mattresses, accessories, and spare parts. Estimated value: £4,342,200 excluding VAT.
  • Lot 3: Standard community electric profiling bed high-low, compatible mattresses, accessories, and spare parts. Estimated value: £3,441,500 excluding VAT.
  • Lot 4: Community electric profiling bed heavy-duty, compatible mattresses, accessories, and spare parts. Estimated value: £250,500 excluding VAT.
  • Lot 5: Community electric profiling bed bariatric, compatible mattresses, accessories, and spare parts. Estimated value: £395,000 excluding VAT.
  • Lot 6: Paediatric community electric profiling bed, compatible mattress, accessories, and spare parts. Estimated value: £36,000 excluding VAT.
  • Lot 7: Paediatric bed low-entry, compatible mattress, accessories, and spare parts. Estimated value: £700,000 excluding VAT.
  • Lot 8: Paediatric community electric height-adjustable cot, compatible mattress, desirable accessory, and spare parts. Estimated value: £1,473,000 excluding VAT.

Evaluation

The tender includes pass/fail requirements covering mandatory schedules, technical compliance with the specification, security requirements, HSC supplier security policy compliance, and IT health check requirements.

For the lots where a price weighting is clearly stated in the notice, price is weighted at 100 percent.

BHTA members involved in medical consumables, first aid products, emergency trauma items, resuscitation equipment, and AED accessories are encouraged to review a new tender opportunity from the Business Services Organisation Procurement and Logistics Service (BSO PaLS).

BSO PaLS is seeking to establish a framework for the supply and delivery of medical and first aid items on behalf of the Northern Ireland Fire and Rescue Service (NIFRS). The framework will support operational first aid, emergency response, and clinical consumable requirements across NIFRS.

Tender overview

The procurement is being carried out by BSO PaLS in Belfast, with NIFRS participating as evaluators on the Tender Assessment Panel. Further information on the lots is detailed below.

Lots

The framework is divided into seven lots.

Lot 1, Bandages and Plasters, covers bandages, plasters, and associated products. This includes triangular bandages, eye pads, sterile plasters, conforming bandages, trauma bandages for large wounds and amputations, modular trauma dressings, pelvic stabilisation devices, and haemostatic gauze.

Lot 2, Resuscitation and Oxygen Therapy, covers resuscitation, oxygen therapy, and associated products. This includes resuscitator aids, oropharyngeal airways, high-concentration oxygen masks, disposable resuscitators, nasopharyngeal airways, and manual suction pumps.

Lot 3, Emergency Trauma, covers emergency trauma products. This includes combat application tourniquets, tactical tourniquets, SAM medical splint rolls, body fluid absorbent powder, and haemostatic agent granular powder.

Lot 4, Burn Relief and Dressings, covers burn relief products, dressings, and associated items. This includes burn cool gel dispensers, burn dressings, ambulance dressings, and non-adherent sterile dressings.

Lot 5, Spinal Injury, covers spinal injury products. This includes neck collars, spinal boards, straps and clips for spinal boards, and head immobilisers for spinal boards.

Lot 6, First Aid Devices and Consumables, covers a broad range of first aid devices and consumables. This includes sterile water, hypoallergenic tape, clinical waste bags, sharps containers, safety glasses, pulse oximeters, foil blankets, first aid kits, body bags, and temperature check units.

Lot 7, Consumables for Philips HeartStart FRx AED, covers AED-related consumables. This includes defibrillation pads, infant and child keys, lithium battery packs, and carry cases.

The highest-value lot is Lot 7, which is estimated at £124,000 excluding VAT. Lot values may be shared with other lots, as set out in the tender notice.

Evaluation

Award criteria are based on pass/fail requirements detailed in the tender documentation. These include mandatory quality compliance with the specification, mandatory benchtop assessment of data sheets and technical information, and price compliance through upload of the required CP22 pricing schedules.
