Tender opportunity: Ross-on-Wye Town Council seeks Changing Places toilet contractor

BHTA members supplying accessible bathroom equipment are encouraged to review a Ross-on-Wye Town Council tender for the turnkey design, supply, installation, commissioning, registration, and handover of a fully compliant Changing Places toilet.

The successful contractor will undertake the principal designer and principal contractor roles, manage planning support, groundworks, and service connections, and minimise disruption during the works.

Scope

The facility must comply with BS 8300, Approved Document M, the Equality Act 2010, and Changing Places toilet standards. Specialist equipment includes a remotely operated hoist system suitable for self-use, a height-adjustable changing bench and basin, an automatic door, an alarm system, accessible sanitary fittings, an underfloor shower tray, and a thermostatic electric shower with a fixed shower seat.

The contractor must provide staff training, maintenance manuals, servicing schedules, emergency call-out arrangements, warranties, and pricing for annual maintenance support. A minimum 12-month defects and maintenance period is required.

Before work begins, the contractor must provide risk assessments and method statements. It must also hold public liability, employers’ liability, and professional indemnity insurance.

This tender is suitable for SMEs able to design and deliver the complete facility and provide appropriate maintenance and aftercare for the specialist equipment.

Evaluation

Tenders will be evaluated on total cost, weighted at 50 percent; quality, including the technical specification and programme of works, at 40 percent; health and safety at 5 percent; and demonstrated experience, previous work, and references at 5 percent.
