Tender opportunity: Independent living products and services framework

BHTA members involved in community equipment, assistive technology, independent living products, and related managed services are encouraged to review this new framework opportunity from Mid South Essex NHS Foundation Trust for the supply of independent living products and services across the United Kingdom.

The procurement is being run by HealthTrust Europe LLP on behalf of the trust. The framework is intended to support health and social care bodies with products and services that help individuals remain independent at home, reduce admissions to hospital or residential care, and support timely discharge.

Tender overview

This is an open framework under the Procurement Act 2023. The first framework in the scheme will run for two years from 3 August 2026 to 2 August 2028, with an option to extend for a further 12 months to 2 August 2029.

The opportunity covers a broad range of independent living products and services relevant to BHTA members, including daily living aids, mobility and accessibility equipment, personal care products, community equipment loan services, storage and distribution, fitting, repair, collection, recycling, servicing, and minor adaptations.

Contract details

The framework is split into four lots.

Lot 1 covers equipment and aids designed to make everyday activities easier and safer, including products that support accessibility, mobility, personal care, and independent living.

Lot 2 covers community loan store managed services, including procurement, storage, supply, fitting, distribution, repair, collection, recycling, servicing, and minor adaptations.

Lot 3 is an aggregated lot that allows participating authorities to combine products and services from more than one framework lot into a bespoke requirement.

Lot A covers technology enabled care devices, services, and software for vulnerable individuals at home, including remote monitoring, ongoing monitoring tools, rehabilitation technologies, and emergency alert solutions. This lot is specifically for use by non-NHS organisations only.

This tender is suitable for SMEs and VCSEs, as well as larger suppliers able to deliver relevant products, services, or managed service capability under one or more lots.

Evaluation

For Lot 1, quality and social value is weighted at 60 percent, and price is weighted at 40 percent.

For Lot 2, quality and social value is weighted at 70 percent, and price is weighted at 30 percent.

For Lot A, quality and social value is weighted at 60 percent, and price is weighted at 40 percent.

Lot 3 will be automatically awarded to all successful tenderers appointed to the framework.
