New tender opportunity: Bradford Council seeks contractors for home adaptations framework

BHTA members specialising in home adaptations and accessibility works are encouraged to consider a new framework tender opportunity issued by the City of Bradford Metropolitan District Council.

The council is seeking to establish a framework agreement for the delivery of minor property adaptations designed to assist residents with mobility and independent living needs. The opportunity is particularly relevant to members involved in the installation of grab rails, ramps, and related accessibility improvements.

Tender overview

The framework will cover a range of small-scale adaptations, including both internal and external works. The total estimated value of the contract is £1.4 million (excluding VAT) over an initial two-year term, with the option to extend for up to a further two years, bringing the potential total duration to four years. The anticipated contract period runs from 1 April 2026 to 31 March 2028, with possible extensions to 31 March 2030.

Up to 20 suppliers will be appointed to the framework, which will operate through further competition or direct award under call-off arrangements. The framework will be used exclusively by Bradford Council.

Scope of works

The framework is divided into five lots:

  • Lot 1 – Rails for inside use: Supply and fitting of handrails, grab rails, and stair or banister rails within domestic properties.
  • Lot 2 – Rails for outside use: Installation of galvanised tubular handrails and other external fittings for pathways, steps, and entrances.
  • Lot 3 – Steps and ramps for outside use: Construction of small concrete ramps and steps to improve external access, including modifications to step height or tread depth.
  • Lot 4 – Plumbing works: Minor plumbing tasks such as fitting lever taps and other accessibility-related installations.
  • Lot 5 – Electrical works: Small-scale electrical work, including the installation of sensor lights, accessible switches and sockets, or induction loops.

Supplier information and evaluation

The framework is suitable for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs). Contracts will be awarded based on price (60 percent) and quality and social value (40 percent). The council will use an open procedure for selection.
