Tender opportunity: Cardiff Council seeks contractors for domestic adaptation works

BHTA members involved in home adaptations, accessibility solutions, and independent living services are encouraged to review a new framework opportunity from Cardiff Council.

Cardiff Council’s Independent Living Services division delivers adaptations through its disabled facilities service. The framework will support works approved through mandatory Disabled Facilities Assistance or discretionary assistance, helping residents to remain safe and independent at home.

Cardiff Council is seeking to appoint up to four contractors to a framework for general building adaptation works across Cardiff and the Vale of Glamorgan. Properties will vary in age, condition, and access requirements.

Scope

The framework covers general building works linked to domestic adaptations, including modifications that support specialist equipment installation, improve accessibility, and help prevent slips, trips, and falls in and around the home.

The council’s Agency Service works with health professionals, including the Community Occupational Therapy Service, to ensure service users’ assessed needs are met. Contractors will be expected to provide the materials and labour needed to deliver works in line with the contract documents.

Evaluation

The procurement is being run as a competitive flexible procedure, using a two-stage process covering a Pre-Qualification Questionnaire and Invitation to Tender. A maximum of eight suppliers will be invited to tender.

The evaluation weighting is quality 50 percent, cost 40 percent, and community well-being benefits 10 percent.
