BHTA members involved in lift, stairlift, and accessibility services may wish to review this tender opportunity from The City of Edinburgh Council for a multi-lot framework covering maintenance and installation services.

Tender overview

The requirement covers passenger lifts in high-rise residential buildings, passenger and goods lifts in operational and public buildings, and stairlifts in residential and shared-access properties. Services include planned preventative maintenance, reactive maintenance and breakdown response, component repair and replacement, modernisation and upgrade works, full lift installation and replacement, and stairlift installation and maintenance.

Lots

The framework is divided into four lots. Lot 1 covers lift service and maintenance in east Edinburgh, with an estimated value of £500,000, excluding VAT. Lot 2 covers lift service and maintenance in west Edinburgh, also with an estimated value of £500,000, excluding VAT.

Lot 3 covers lift installation citywide, with an estimated value of £8,000,000, excluding VAT. Lot 4 covers stairlift installation and maintenance citywide, with an estimated value of £150,000, excluding VAT.

Eligibility

This tender is suitable for lift and stairlift service providers, installation contractors, and maintenance specialists that can work safely in occupied and live buildings. Bidders must hold LEIA membership or demonstrate equivalent quality assurance standards.

Minimum financial thresholds apply by lot. The minimum turnover requirement is £250,000 for Lot 1, £250,000 for Lot 2, £6,000,000 for Lot 3, and £75,000 for Lot 4. The minimum current ratio is 1.10 for Lots 1, 2, and 4, and 1.20 for Lot 3.

Evaluation

The evaluation weighting is the same across all four lots: technical 60 percent, price 40 percent.
