The contract covers the delivery of Sandwell’s Shopmobility service, alongside short-term and long-term wheelchair loan services for local residents.

Sandwell Metropolitan Borough Council is seeking a provider to deliver mobility support services for residents and visitors in Sandwell. The contract includes access to electric mobility scooters within New Square shopping centre, as well as wheelchair loan services for Sandwell residents.

Scope

The Shopmobility service operates four days per week from 8.30am to 3pm and provides access to electric mobility scooters for use within New Square shopping centre. It operates through an annual membership model, with the membership year running from 1 August to 31 July. Membership costs are increased in line with council-agreed increases each year.

The wheelchair loan element includes short-term and long-term provision for Sandwell residents. Short-term loans support residents who need mobility assistance for purposes such as holidays or hospital appointments, while long-term loans are intended for residents who require supported mobility assistance when leaving their homes. Long-term wheelchair loans are for six months and may be extended for a further six months if there is no waiting list.

This tender is suitable for providers able to deliver mobility scooter access, wheelchair loan services, and associated repair, maintenance, and operational support for a local authority service.

Evaluation

The evaluation weighting is price 80 percent and quality 20 percent.
