Tender opportunity: Newport City Council seeks home adaptation contractors

BHTA members involved in home adaptations, stairlifts, access solutions, lifts, and modular ramping are encouraged to review a new tender opportunity from Newport City Council for a private sector housing adaptations framework.

The framework will create an approved list of contractors to deliver works for individual, privately owned, and occupied domestic dwellings. The contract is intended to support adaptations and accessibility improvements across Monmouthshire and Newport.

Contract details

This is an open procedure under the Procurement Act 2023. Newport City Council will establish a framework, described as an approved list of contractors, from which it will invite tenders for individual contracts of work.

Mini-competitions will be carried out through eTenderWales. Appointed suppliers for the relevant lot will automatically be invited to tender for applicable schemes.

Scope

The BHTA-relevant scope includes the supply, fitting, repair, and associated works for stairlifts, platform lifts, through-floor lifts, and external modular ramping in occupied domestic properties.

Works may include straight and curved internal stairlifts, straight and curved external stairlifts, external platform lifts, through-floor lifts, stock straight stairlifts, lift repairs, replacement batteries, and modular ramping to provide wheelchair access to domestic properties.

Lots

The framework is divided into 12 lots overall. The lots relevant to BHTA members are Lots 3 to 9.

• Lot 3: Internal stairlifts: This lot covers the supply and fitting of straight and curved internal stairlifts in occupied domestic properties.
• Lot 4: External stairlifts: This lot covers the supply and fitting of straight and curved external stairlifts in occupied domestic properties.
• Lot 5: External platform lifts: This lot covers the supply and fitting of external platform lifts, including a two-year parts and labour guarantee.
• Lot 6: Through-floor lifts: This lot covers the supply and fitting of through-floor lifts in occupied domestic properties, including an expected two-year call-out period following completion.
• Lot 7: Stock straight stairlifts: This lot covers stock straight stairlifts, including the installation of stock lifts and the purchase of additional reconditioned lifts when required.
• Lot 8: Stairlift repairs service: This lot covers call-outs, fault-finding, and repairs for existing stairlifts, through-floor lifts, and external platform lifts, including replacement batteries.
• Lot 9: External modular ramping: This lot covers the supply and fitting of external modular ramping to provide wheelchair access to domestic properties.

Other lots cover general building works, plumbing and heating, asbestos surveys, architectural services, and structural engineering services. Suppliers may bid for a maximum of five lots and may be awarded a maximum of five lots.

Eligibility

This tender is suitable for SMEs, VCSEs, and larger providers able to deliver domestic adaptation works, accessibility products, stairlifts, lifting solutions, repair services, modular ramping, and associated building or professional services.

Evaluation

The evaluation information below relates only to the lots relevant to BHTA members.

For Lots 3, 4, 5, 6, 8, and 9, suppliers will be assessed through technical questions, with a maximum technical score of 600. Lot-specific appointment numbers vary, with the highest-ranked suppliers appointed to the relevant lot and additional suppliers added to reserve lists.

For Lot 7, suppliers will be assessed through technical questions, with a maximum technical score of 600. The two highest-ranked suppliers will proceed to the commercial stage, where the lowest offer for lifecycle costs, covering installation, removal, and storage for one year, will determine the appointed supplier. The second supplier will be added to the reserve list.
