Guildford Borough Council has published an open competition for the provision of aids and adaptations works under reference GBC – 038855. The total estimated contract value is £2.5 million (excluding VAT), with an initial term of three years and the potential to extend for up to two additional 12-month periods. The anticipated contract start date is 1 June 2026, with completion expected by 31 May 2029 (or 31 May 2031 if extended).

The opportunity is open to multiple contractors capable of delivering works across Guildford’s housing stock, which includes around 5,300 dwellings comprising houses, flats, and sheltered housing schemes. Successful bidders will operate on a rotational basis to ensure borough-wide coverage.

Scope of works

The tender covers a broad range of home adaptation activities designed to enhance accessibility and mobility for residents. These include:

  • Home modifications – installation of level-access showers, wash/dry toilets, stairlifts, and other accessibility features.
  • External access improvements – ramps, level pathways, and garden access modifications.
  • Space extensions – property extensions or modular room additions to provide more accessible living space.

The works may also extend to privately owned properties within the borough where adaptations are required.

Supplier requirements and evaluation

Guildford Borough Council expects to appoint up to four suitably qualified organisations with experience in surveys, installations, and adaptations for accessible housing. The evaluation will be based on the following weighted criteria:

  • Quality – 55 percent
  • Price – 40 percent
  • Social value – 5 percent
