BHTA members involved in home adaptations, accessibility works, and Disabled Facilities Grant (DFG)-funded projects are encouraged to review a new minor works framework opportunity from Stockton-on-Tees Borough Council.
The wider framework covers a broad range of minor works across 14 lots. For BHTA members, the relevant lots cover DFG-funded residential extensions and architectural services for adaptations.
Stockton-on-Tees Borough Council is establishing an open, multi-supplier minor works framework. The council states that the framework will be used in the first instance for appointing suppliers under the selected lots, with engagement outside the framework only considered in exceptional circumstances.
The framework will operate in Hartlepool and Stockton-on-Tees.
Lot 10, Residential Extensions, covers the provision of disabled adaptations to qualifying residents’ homes through funded DFGs. The estimated value of this lot is £1,600,000 excluding VAT.
Lot 11, Architects for DFG projects, covers the production of architectural plans for disabled adaptations and extensions to residential properties. This lot may be relevant to organisations working with adaptation projects that include design, planning, or specialist residential access requirements. The estimated value of this lot is £200,000 excluding VAT.
Call-offs under the framework may be awarded either directly to the highest-ranked contractor that can meet the council’s requirements or through a mini competition involving all contractors appointed to the relevant framework lot.
This tender is suitable for SMEs and VCSEs, as well as larger suppliers, able to deliver DFG-related adaptation works, residential extensions, or architectural services for disabled adaptations.
The award criteria are Quality 80 percent and Price 20 percent. For mini competitions under the framework, the council may set quality and price weightings between 0 percent and 100 percent, depending on the requirements of the further competition.
Tenders must be submitted electronically via the OPEN e-sourcing tool. Once registered, suppliers should browse opportunities and search for “SBC Minor Works Framework”.

BHTA members involved in home adaptations, accessible bathrooms, and disability-related housing works may wish to review this tender opportunity from North Tyneside Borough Council.
The council is seeking to establish a framework agreement to support residents whose needs have been assessed by an occupational therapist. The contract covers Disabled Facilities Grant funded projects, as well as works in the council’s own housing stock.
North Tyneside Borough Council is procuring a framework for the supply, installation, and completion of level access showers, together with associated bathroom adaptation works. The framework will be used by the contracting authority only, with call-offs awarded through competition. Up to eight suppliers will be appointed to the framework. Contractors will need to work in occupied homes, manage resident communication carefully, and complete installations with minimal disruption while meeting relevant compliance and quality requirements.
This tender is suitable for SMEs, as well as other suppliers, with the capability to deliver home adaptation and bathroom installation works in occupied properties.

East Renfrewshire Council has announced a new framework opportunity for the supply, delivery, and installation of internal and external hand/grab rails and minor adaptations for homeowners and council tenants. The framework may be of particular interest to BHTA members operating in the daily living aids and home adaptations sectors.
The contract, titled ‘Framework – Supply, Delivery & Installation of Internal & External Hand/Grab Rails & Minor Adaptations’, has an estimated value of £336,000 (excluding VAT). It will run for an initial period of 24 months, with the option to extend for up to two additional 12-month periods. The procedure will follow an open, single-supplier framework.
The contracting authority is East Renfrewshire Council, and the notice reference is ERC000696 / 2025/S 000-079654.
Bidders must demonstrate relevant professional qualifications, financial stability, and appropriate insurance coverage. All staff working on the contract must hold an SVQ in Carpentry and Joinery (Construction) at SVQ Level 3 / SCQF Level 6 or equivalent, and all personnel must have completed PVG Disclosure checks.
Applicants should have a minimum annual turnover of £168,000 over the past two years. Required insurance levels include Employers’ Liability of £10 million, Public Liability of £5 million, and either Professional Indemnity or Contractors All Risk cover of £2 million.
Tenders will be evaluated on both price and quality, with a 60/40 weighting respectively. Quality criteria will consider methodology, client interaction, onsite housekeeping, complaints handling, warranties, contingency planning, and community benefits.
Community benefits are a mandatory component of this tender, with a minimum threshold of 60 points required.

Wyre Forest District Council, in partnership with the West Mercia Police and Crime Commissioner, has released a new tender that may be of interest to BHTA members specialising in home adaptations, accessibility works, and building modifications.
The procurement (Reference: WF/2025/47) covers three lots related to home adaptation works across the Worcester region. The contracts are scheduled to run from 1 April 2026 to 31 March 2029, with the option to extend for a further 2 x 12 months following council review.
Lot 1 – Level Access Showers
Works involving the installation of level access showers to support safe and accessible bathing.
Lot 2 – Ramps
Construction and installation of ramps to improve home access for residents with mobility needs.
Lot 3 – Major Works
Broader home adaptation building works, including structural modifications to support independent living.
These lots may be suitable for BHTA members providing home adaptations, mobility and accessibility installation services, and related construction or refurbishment works.
