Tender opportunity: Breckland District Council seeks contractors for home adaptation framework

BHTA members specialising in housing adaptations, accessibility improvements, and home modification works are encouraged to review a new tender opportunity published by Breckland District Council.

The council is re-procuring its framework for home adaptations delivered through Disabled Facilities Grants (DFGs) and is seeking suitably qualified and experienced contractors capable of delivering adaptations efficiently and to a high standard. The framework will support residents across the Breckland district of Norfolk, which includes the market towns of Dereham, Attleborough, Swaffham, Thetford, and Watton, as well as surrounding rural communities.

Tender overview

The new framework aims to provide a reliable mechanism for delivering a range of adaptation works that enable people with disabilities to live independently in their own homes. Typical adaptations include level-access showers, bathroom reconfigurations, ramps, and door widening.

The framework, valued at approximately £2.41 million including VAT, will run initially from 8 June 2026 to 7 June 2027, with the option to extend for up to two additional years (to 7 June 2029). Up to six suppliers will be appointed to the framework, which will operate under the JCT Measured Term Contract 2024 with specific amendments.

Supplier requirements and evaluation

Suppliers admitted to the framework will be assessed solely on qualitative criteria, with no initial pricing submission required. Evaluation will focus on capability, quality, and capacity to deliver services in accordance with the Council’s requirements.

Assessment areas include:

  • Capacity and resources (20 percent)
  • Subcontractor management (20 percent)
  • Methodology for typical adaptation works (30 percent)
  • Accreditations and certifications (10 percent)
  • Communication with the council and clients (10 percent)
  • Risk assessment and mitigation (5 percent)
  • Contribution to social value outcomes (5 percent)

Contractors must demonstrate appropriate health and safety competence, DBS vetting, and accredited waste removal. The framework particularly welcomes participation from SMEs and voluntary or community-based enterprises.
