Tender opportunity: STAR Housing seeks contractors for home adaptations and specialist equipment

Tender opportunity: STAR Housing seeks contractors for home adaptations and specialist equipment

BHTA members involved in home adaptations and specialist equipment are encouraged to review a tender from Shropshire Towns and Rural Housing (STAR Housing) for its ‘Major Works and Repairs Framework’. The opportunity includes accessibility adaptations within major refurbishment programmes, alongside internal and external adaptations and specialist equipment delivered through a dedicated Healthy Homes service.

The wider framework covers maintenance, repairs, refurbishment, and capital improvements across STAR Housing’s homes in Shropshire.

Key details

  • Reference: ID624
  • Estimated framework value: £31,484,122 including VAT
  • Duration: Described as four years; the estimated dates are 7 May 2027 to 7 October 2031, with a possible extension to 8 October 2031
  • Estimated award decision date: 17 April 2027

Tender overview

Two lots are relevant to BHTA members:

Lot 2: Major Works and Major Voids – Valued at an estimated £19.08 million including VAT, this lot seeks one principal contractor to deliver major refurbishment and improvement programmes, including accessibility adaptations. The contractor must engage and coordinate nominated specialist subcontractors where instructed by STAR Housing.

Lot 3: Healthy Homes – Valued at an estimated £7 million including VAT, this lot covers internal and external adaptations and specialist equipment as part of a wider service addressing housing conditions. STAR Housing will retain routine assessments and initial investigations, commissioning additional specialist expertise where required.

Suppliers may bid for any number of lots if they meet the relevant conditions of participation, but STAR Housing will not award both Lot 2 and Lot 3 to the same supplier.

Procurement and evaluation

This tender is suitable for small and medium-sized enterprises, including local and regional suppliers with relevant capabilities. Suppliers will be encouraged to use local labour, apprenticeships, specialist subcontractors, and regional supply chains.

The competitive flexible procedure comprises a participation stage requiring a Procurement Specific Questionnaire (PSQ), an invitation to tender for suppliers meeting the conditions of participation, and an interview.

The Find a Tender notice contains conflicting evaluation information: its procedure description states that tenders will be evaluated on quality, weighted at 60 percent, and price, weighted at 40 percent; its award criteria table lists technical/quality at 100 percent. Suppliers should seek clarification through the procurement portal.

The notice describes a four-year framework, but its estimated dates of 7 May 2027 to 7 October 2031 span four years and five months. It also lists a possible one-day extension to 8 October 2031 without explaining its purpose. Suppliers should confirm the intended duration.

How to apply

Submit a request to participate electronically through the eSourcing Data supplier portal by 12pm on 3 November 2026. The deadline for enquiries is 11:59pm on 28 October 2026.

Access the tender documents through the portal. ‘Document 1 – Information and Instructions’ explains how to apply, while Document 5 summarises each lot and its minimum requirements.
