Scope

The framework covers general building works linked to domestic adaptations, including modifications that support specialist equipment installation, improve accessibility, and help prevent slips, trips, and falls in and around the home.

The council’s Agency Service works with health professionals, including the Community Occupational Therapy Service, to ensure service users’ assessed needs are met. Contractors will be expected to provide the materials and labour needed to deliver works in line with the contract documents.

Evaluation

The procurement is being run as a competitive flexible procedure, using a two-stage process covering a Pre-Qualification Questionnaire and Invitation to Tender. A maximum of eight suppliers will be invited to tender.

The evaluation weighting is quality 50 percent, cost 40 percent, and community well-being benefits 10 percent.

The successful contractor will be responsible for collecting a variety of adaptation equipment, delivering a thorough decontamination service, and returning the items for reuse. This work supports the council’s commitment to circular economy principles and efficient use of healthcare resources.

Tenders will be evaluated primarily on price (90 percent), with community wellbeing benefits accounting for the remaining 10 percent of the available weighting. Bidders are required to submit a detailed Community Wellbeing Benefits Plan, outlining measurable commitments to local impact and wellbeing initiatives.
